Best phone number finder tools (2026): mobile and direct dial data compared
A phone number finder returns a mobile or direct dial for a person at a company. For cold calling, a mobile is worth far more than a switchboard or a desk line nobody sits at anymore, which is why mobile data is the most expensive thing most providers sell, often 5 to 30 times the price of an email.
It's also the data type where providers disagree most. One will have a working mobile for a contact, another will have a number that rings someone else. Below is what I run for clients, then the other phone data tools worth knowing, with prices from each vendor's site as of October 15, 2026. For power dialers to call these numbers, see power dialers.
Key takeaways
- Mobile data costs 5 to 30 times an email, so the order of your waterfall matters a lot more here.
- Coverage swings by region. A provider strong in the US can be thin in Europe, and the reverse.
- Ask how numbers are checked. Carrier or line checks and name matching cut wrong-person calls.
- Scrub against Do Not Call lists and check local calling law before you dial.

Why mobile accuracy is hard
Emails can be checked against a mail server. Phone numbers can't be checked the same way. A provider can confirm a number is a live mobile line, but confirming it belongs to your contact takes extra work: matching the carrier's line owner to the name, or calling it, which is what Cognism's phone-verified data does.
People also keep their mobile when they change jobs, so a number can be right years after the email went dead. The flip side is that a recycled number reaches a stranger. Ask any vendor how they check numbers, and measure connect rate (right person picked up) on a test batch before you buy volume.
Running a phone waterfall
Because mobiles are expensive, a waterfall pays off more for phones than for emails. Put your cheapest provider that does well in your region first and only fall through on misses.
- Only look up phones for contacts you'll actually call. Enrich the email first, score, then spend on mobiles for the top tier.
- Order providers by region. US lists and European lists usually want different providers on top.
- Track connect rate by provider, not just found rate. A cheap provider with wrong numbers costs you rep time.
- Refresh numbers before a big calling push if they're older than a few months.
Calling compliance: DNC, TCPA, and local law
Having a number doesn't mean you can call or text it. This is general information, not legal advice. Check with counsel for your situation.
In the US, the TCPA restricts calls and texts to mobiles made with autodialers or prerecorded voice, and texting without consent is where most lawsuits land. The National Do Not Call Registry and state lists apply to many sales calls, and several states set their own calling hours and registration rules. B2B calls to a personal cell phone are not automatically exempt.
Outside the US, rules vary. The UK screens against TPS and CTPS, the EU applies GDPR plus national rules (Germany is especially strict on cold calls), and Canada, Australia, and others run their own registries. Scrub your list against the relevant DNC lists before dialing, keep a suppression list for people who ask not to be called, and check local law for every country you call into.
When it makes sense to get help
Buying mobile data is easy. Getting a good connect rate at a cost that makes calling worth it takes a provider order that fits your market and a filter on who gets a phone lookup at all.
- Reps say most numbers ring the wrong person or go nowhere.
- Phone credits are your biggest data bill.
- You're calling into several countries and aren't sure which provider covers which.
- Nobody has set up DNC scrubbing before dials go out.
